Charter for the Mental Health Nonprofit: Use of Funds for Supporting Individuals Unable to Afford Mental Health Care

Article I: Purpose and Mission

The purpose of this Mental Health Nonprofit Synergistic Body and Mind (hereinafter referred to as “the Organization”) is to ensure that individuals who cannot afford mental health care—those who do not qualify for Medicaid, or who face prohibitively high deductibles or out-of-pocket costs—have access to affordable and quality mental health services. The principal office is located at 1603 Babcock Rd., Suite 238-5, San Antonio, TX  79228. The Organization is dedicated to bridging the gap in access to mental health care by providing financial assistance, services, and advocacy to underinsured individuals.

The mission of the Organization is to eliminate financial barriers to mental health care and to provide equitable access to mental health resources for those in financial need.

Article II: Allocation and Use of Funds

The Organization commits to the responsible and ethical use of funds in order to support individuals who are unable to afford mental health care. Funds may be used for, but are not limited to, the following purposes:

Section 1: Direct Financial Assistance

1. Subsidized Mental Health Services: Funds will be allocated to provide subsidies or cover the cost of mental health services for individuals who do not qualify for Medicaid, are underinsured, or whose insurance deductibles are too high to afford care. This may include therapy, counseling, psychiatric consultations, and medication management.

2. Sliding Scale Payment Support: The Organization will use funds to implement and manage a sliding scale payment system that adjusts the cost of mental health services based on an individual’s financial situation, ensuring care is affordable for all.

3. Emergency Financial Aid: A portion of funds will be reserved for emergency financial aid to individuals facing an immediate need for mental health care but who lack the financial resources to cover the cost of urgent services.

Section 2: Access to Services and Resources

1. Partnerships with Providers: The Organization will use funds to establish partnerships with mental health care providers, clinics, and hospitals that offer discounted or pro bono services to individuals referred by the Organization.

2. Telehealth Services: Funds will be allocated to cover the cost of telehealth services for individuals who cannot afford in-person mental health care or who face geographical barriers in accessing services.

3. Medication Assistance: The Organization will provide financial support for individuals who cannot afford necessary psychiatric medications, including prescription assistance programs and partnerships with pharmacies.

Section 3: Educational and Outreach Programs

1. Public Education Campaigns: Funds will be used to raise awareness of the mental health care affordability gap, informing individuals of their rights and available resources. This includes outreach to uninsured and underinsured individuals who may not be aware of low-cost mental health options.

2. Financial Literacy Programs: The Organization will allocate funds to provide financial literacy education, helping individuals understand their health insurance plans, navigate high deductibles, and find alternative options for affordable care.

3. Community Workshops and Webinars: Resources will be used to host workshops and webinars focused on mental health care options for those facing financial hardship, including practical advice on applying for financial assistance, negotiating with providers, and seeking low-cost services.

Section 4: Advocacy for Policy Change

1. Legislative Advocacy: A portion of the funds will be allocated to advocacy efforts focused on changing state and federal policies to improve access to affordable mental health care. This includes advocating for reforms in insurance policies, mental health parity laws, and expanding eligibility for government programs such as Medicaid.

2. Partnerships with Advocacy Groups: The Organization will collaborate with other nonprofits, coalitions, and advocacy groups to amplify efforts aimed at addressing the systemic barriers to mental health care for the uninsured and underinsured.

Article III: Financial Oversight and Transparency

The Organization is committed to full financial transparency and accountability. In order to ensure that funds are used responsibly and in line with the Organization’s mission:

1. Annual Budget and Financial Audits: The Organization will prepare an annual budget detailing the allocation of funds and will conduct independent financial audits to verify that funds are being used in accordance with this charter.

2. Transparent Fundraising and Reporting: The Organization will maintain transparency with donors and the public, providing regular reports on how funds are raised and spent. Annual reports will detail specific programs supported by the Organization, including the number of individuals assisted.

3. Donor Intent and Restricted Funds: The Organization will honor the intent of donors who give funds for specific programs or services, ensuring that restricted funds are used solely for their designated purposes.

Article IV: Evaluation and Program Effectiveness

To ensure the effective use of funds and to evaluate the impact of the Organization’s programs:

1. Outcome Monitoring: The Organization will establish clear metrics to track the outcomes of its financial assistance programs, including the number of individuals served, the quality of services provided, and the overall improvement in access to mental health care.

2. Impact Assessments: Regular assessments will be conducted to measure the impact of the Organization’s financial assistance and service provision programs. These assessments will include feedback from beneficiaries, mental health care providers, and community partners.

3. Continuous Improvement: Based on program evaluations and impact assessments, the Organization will make necessary adjustments to its programs to better meet the needs of the population it serves.

Article V: Fundraising and Grant Management

1. Fundraising Initiatives: The Organization will seek to raise funds through grants, individual donations, corporate sponsorships, and community fundraising events to support its mission.

2. Grant Applications: The Organization will actively pursue grants from foundations, government agencies, and other entities to support specific initiatives aimed at improving access to mental health care for individuals with financial barriers.

3. Donor Stewardship: The Organization will maintain strong relationships with donors by providing regular updates on how their contributions are making a difference in the lives of individuals who cannot afford mental health care.

Article VI: Amendments

This charter may be amended by a two-thirds vote of the Board of Directors, provided that any amendments align with the Organization’s mission and commitment to supporting individuals who are financially unable to access mental health care.

Effective Date: This charter is adopted on August, 1 2023, and is effective as of that date.

This charter outlines the principles, guidelines, and commitments of the Organization regarding the ethical and effective use of funds to support the mental health needs of the disabled population, ensuring that they receive equitable and accessible mental health care.
